▼a State-owned enterprises in China are substantially less productive than their privately-owned counterparts, yet they have remained a large share of the economy. They even persist despite the Chinese government's prioritization of economic growth. In this paper, I argue that one reason for the government's ongoing support of state-owned enterprises is their role as not only firms, but also policy instruments for maintaining social stability. I provide causal evidence that state-owned enterprises act as social stabilizers during ethnic unrest shocks by employing the demographics most likely to participate in ethnic violence: minority men. I demonstrate that this empirical result is robust to a wide array of additional controls and satisfies placebo tests. Furthermore, I show that these results can be rationalized with a parsimonious conceptual framework in which a government maximizes a combination of firm profits and social stability. |
