| 요약 | On August 23, 2017, Governor Abbott of Texas proclaimed a State of Disaster for thirty counties as a result of the heightened possibility of imminent disaster from Tropical Depression Harvey. Harvey eventually made landfall in Texas and became a Category 4 hurricane. In anticipation of excess demand and shortage in the supply of certain commodities like gasoline, and to prevent surge prices or price gouging, the Governor subsequently issued a Proclamation of State of Disaster for the entire State of Texas. The Proclamation of a State of Disaster activated the statewide application of the State's law against price gouging. Economist have excoriated anti-price gouging laws for prolonging shortages of much needed goods like gasoline in times of natural disasters. The public, however, views price gouging as a moral issue that compels government action to cap or control market prices. To evaluate the effect of Texas' anti-price gouging law on retail gasoline, this research study surveys retail gasoline prices in Texas and New Mexico before and after the implementation of Texas's anti-price gouging law. Comparisons of gasoline prices of stations in Texas and New Mexico (where no state of disaster was proclaimed) estimates the effect of the price gouging law. |
